Smells like you're trying to build a cross between a traditional "web poll/survey" and "blog meme generator" thing?  If this is right, then sure, I'd be happy to hack on some PHP for you in my Copious Spare Time (ha!) ...

Are there any particularly interesting features you're looking to implement, or does my generalization above pretty much sum it all up?

So this has 85% of what I need. I want to get two custom features though. I want the results page (or a version of the results page) to be unprotected, so people can see aggregate results. And I want to spit out some HTML on submit of the survey, so that users can grab the questions, and their answers, and drop them into their own blog or site...
